    Abstract
A University of Regina alumnus, who is also one of Canada’s most sought after public affairs and corporate strategists, is returning to Regina as the featured speaker at this year’s Tansley Lecture. David Herle earned his Bachelor of Arts at the U of R through Campion College. He is now principal at the Gandalf Group. Herle will compare fiscal policy in the 1990s when governments persuaded Canadians that deficits needed to be conquered – and now, when public opinion is taking government finances in the opposite direction.
